भ्रष्टाचार क्या है?

भ्रष्टाचार एक जटिल सामाजिक, राजनीतिक और आर्थिक घटना है जो सभी देशों को प्रभावित करती है। कोई भी देश, क्षेत्र या समुदाय भ्रष्टाचार से अछूता नहीं है। भ्रष्टाचार एक गंभीर अपराध है, जो लोकतांत्रिक संस्थाओं को कमजोर करता है, आर्थिक विकास को धीमा करता है और सरकारी अस्थिरता में योगदान देता है।

आसान शब्दों में कहा जाए तो भ्रष्टाचार सत्ता में बैठे लोगों द्वारा बेईमानी या धोखाधड़ी करना या करवाना है,आमतौर पर ये शक्ति का दुरुपयोग है जो की सत्ता मिलने पर इसका गलत पयोग करते है और कई रूपों में हो सकता है। रिश्वतखोरी या भ्रष्टाचार निजी लाभ के लिए सौंपी गई शक्ति का दुरुपयोग का ही उधारण है। यह समाज के ताने-बाने को खराब करता है। यह लोगों की स्वतंत्रता, स्वास्थ्य, पैसा और कभी-कभी उनका जीवन तक ले लेता है। किसी ने क्या खूब कहा है कि "भ्रष्टाचार एक मीठा ज़हर है"। जो की इंसान को इंसान के खिलाफ खड़ा कर देता है।

अंतर्राष्ट्रीय भ्रष्टाचार विरोधी दिवस: इतिहास

अंतर्राष्ट्रीय भ्रष्टाचार के खिलाफ लड़ाई का पहला कदम दिसंबर 2003 में संयुक्त राष्ट्र द्वारा भ्रष्टाचार के खिलाफ संयुक्त राष्ट्र सम्मेलन (UNCAC) पारित करके उठाया गया था। इसे 31 अक्टूबर 2003 को तैयार किया गया था। UNAC संयुक्त राष्ट्र के सदस्य राज्यों के बीच एक संधि है जिस पर 9 दिसंबर को हस्ताक्षर किए गए थे और कन्वेंशन 14 दिसंबर 2005 को लागू हुआ था। इस संधि का उद्देश्य कानूनी रूप से राज्यों के सदस्य को भ्रष्टाचार को कम और इस पर काम करने के लिए बाध्य करना था, और कानून व्यवस्था लागू था। इस समझौते में 5 बिंदुओं को समझाया गया था,जो की इस प्रकार है :-

- तकनीकी सहायता प्रदान करना और सूचनाओं का आदान-प्रदान करना।

यूएनसीएसी का मुख्यालय मेरिडा और न्यूयॉर्क में स्थित है। संयुक्त राज्य अमेरिका के महासचिव निक्षेपागार के रूप में कार्य करते हैं और नशीली दवाओं और अपराध पर संयुक्त राष्ट्र कार्यालय राज्य पार्टियों की बैठकों के सचिव हैं। 9 दिसंबर, 2006 को भ्रष्टाचार के खिलाफ संयुक्त राष्ट्र कन्वेंशन पर हस्ताक्षर करके भारत में पहला अंतर्राष्ट्रीय भ्रष्टाचार दिवस मनाया गया था।

अंतर्राष्ट्रीय भ्रष्टाचार विरोधी दिवस कैसे मनाया जाता है?

जैसा कि हम जानते हैं कि अंतर्राष्ट्रीय भ्रष्टाचार दिवस का आयोजन संयुक्त राष्ट्र विकास कार्यक्रम (यूएनडीपी) और ड्रग्स एंड क्राइम पर संयुक्त राष्ट्र कार्यालय (यूएनओडीसी) द्वारा हर साल पूरी दुनिया में किया जाता है। ये सभी एजेंसियां एक साथ और अपने क्षेत्रीय भागीदारों के साथ सीमा पार भ्रष्टाचार का मुकाबला करने और सूचनाओं के आदान-प्रदान को बढ़ावा देने और प्रोत्साहित करने के लिए काम करती हैं।
कई पेव्यक्तित्व, राजनेता, उल्लेखनीय लेखक, पत्रकार और निजी संगठनों के सदस्य भी भ्रष्टाचार के बारे में जागरूकता फैलाने और भ्रष्टाचार मुक्त समाज में अपने विश्वास की पुष्टि करने के लिए आगे आते हैं।

भ्रष्टाचार और इसे कैसे रोका जाए, इसके बारे में जनता को ज्ञान प्रदान करने के लिए विभिन्न संगोष्ठियों, अभियानों, नाटकों, नाटकों आदि का आयोजन किया गया। साथ ही कई जगहों पर पैम्फलेट, बुकलेट बांटे गए।

भारत में, इस दिन को सरकारी और गैर-सरकारी संगठनों द्वारा एक संगठित कार्यक्रम के रूप में मनाया जाता है। स्कूलों और कॉलेजों में बच्चों के लिए निबंध लेखन और भाषण प्रतियोगिताओं का आयोजन किया जाता है ताकि उन्हें भ्रष्टाचार और यह कैसे समाज को प्रभावित करता है, के बारे में जागरूक किया जा सके। स्थानीय अधिकारी भ्रष्टाचार की घटनाओं का जिक्र करते हुए सार्वजनिक रूप से पर्चे बांटते हैं और लोगों को भ्रष्टाचार के खिलाफ आवाज उठाने के लिए प्रोत्साहित करते हैं। साथ ही भ्रष्टाचार के खिलाफ अपनी शिकायत दर्ज कराने वाले और अपनी जानकारी गोपनीय रखने वाले लोगों को भी आश्वासन दिया जाता है. यह भी लोगों को प्रोत्साहित करने के कदमों में से एक है ताकि वे आगे आएं और भ्रष्टाचार से लड़ें।

कई लोग जागरूकता फैलाने के लिए अपने इलाके में कार्यक्रम आयोजित करते हैं और अधिकारियों और सरकार को सौंपी गई जिम्मेदारियों के बारे में लोगों को जानकारी भी देते हैं। वास्तव में, हमें उन लोगों का समर्थन और प्रोत्साहन करना चाहिए जिन्होंने अपनी आवाज उठाई। साथ ही हमें विभिन्न विभागों के कामकाज में पारदर्शिता की मांग करनी चाहिए। आजकल, सोशल मीडिया संदेशों को फैलाने, लोगों को प्रोत्साहित करने और देश के कोने-कोने से जहां भी भ्रष्टाचार होता है, जानकारी प्रदान करने में महत्वपूर्ण भूमिका निभाता है।

हम चीजों को हल्के में लेते हैं, जो हमारे आसपास होता है उसे अनदेखा कर देते हैं क्योंकि ज्यादातर लोगों का मानना है कि भ्रष्टाचार जीवन का एक हिस्सा है और इसे खत्म करने के लिए कुछ भी नहीं किया जा सकता है। लेकिन यह समझना जरूरी है कि जब तक हम नागरिक भ्रष्टाचार को जड़ से खत्म करने के लिए संकल्पित नहीं होंगे, हमारे साथ जो कुछ भी गलत हुआ उसे स्वीकार नहीं करेंगे तो हम सरकार से भ्रष्टाचार मुक्त होने की उम्मीद कैसे कर सकते हैं। वास्तव में 2030 तक वैश्विक स्तर पर सतत विकास हासिल करने का लक्ष्य तभी संभव है जब हम भ्रष्टाचार को खत्म करें।

अंतर्राष्ट्रीय भ्रष्टाचार विरोधी दिवस 2022: भ्रष्टाचार को रोकने और उसका मुकाबला करने में प्रमुख हितधारकों और व्यक्तियों की भूमिका को उजागर करने के उद्देश्य से नवंबर के पहले सप्ताह में छह सप्ताह का अभियान शुरू किया गया था। प्रत्येक सप्ताह शिक्षा और युवा, खेल, लिंग, निजी क्षेत्र, COVID-19 और अंतर्राष्ट्रीय सहयोग सहित कई विषयों पर ध्यान केंद्रित की जो की इस प्रकार से है :-

CoSP9 की अगुवाई में, इस वर्ष के अंतर्राष्ट्रीय भ्रष्टाचार विरोधी दिवस के अभियान में भ्रष्टाचार के खिलाफ लड़ाई के प्रमुख आयामों पर प्रकाश डाला गया है:
• 1 नवंबर का सप्ताह: शिक्षा और युवा
• 8 नवंबर का सप्ताह: खेल और भ्रष्टाचार
• 15 नवंबर का सप्ताह: भ्रष्टाचार के लैंगिक आयाम
• 22 नवंबर का सप्ताह: निजी क्षेत्र
• 29 नवंबर का सप्ताह: कोविड-19 और भ्रष्टाचार
• 6 दिसंबर का सप्ताह: अंतर्राष्ट्रीय सहयोग

भ्रष्टाचार के खिलाफ लड़ाई में प्रमुख क्षेत्र

शिक्षा और युवावस्था:-
भ्रष्टाचार युवाओं को चुरा लेता है और सुरक्षित, न्यायपूर्ण और समावेशी समाज में रहने की उनकी क्षमता को प्रभावित करता है।

खेल और भ्रष्टाचार:-
भ्रष्टाचार और अपराध सांस्कृतिक, शैक्षिक, सामाजिक और आर्थिक क्षेत्रों में खेल के सकारात्मक योगदान को खतरे में डालते हैं।

भ्रष्टाचार के लैंगिक आयाम:-
भ्रष्टाचार महिलाओं और पुरुषों को अलग तरह से प्रभावित करता है, निर्णय लेने वाली भूमिकाओं में महिलाओं के बहिष्कार का परिणाम होता है, और नकारात्मक सामाजिक रूढ़िवादिता, सीमित आर्थिक शक्ति और शैक्षिक अवसरों को बनाए रखता है।

निजी क्षेत्र:-
अच्छा करना व्यापार के लिए अच्छा है। भ्रष्टाचार व्यवसायों को नुकसान पहुँचाता है, और भ्रष्टाचार का मुकाबला करने वाली कंपनियाँ भी अपने ब्रांड मूल्य को मजबूत करती हैं, अपने व्यवसाय के प्रदर्शन को बढ़ाती हैं, और अपनी प्रतिष्ठा की रक्षा करती हैं।

कोविड-19 और भ्रष्टाचार:-
COVID-19 संकट ने सार्वजनिक खरीद और प्रोत्साहन राशि को लक्षित करते हुए भ्रष्टाचार के फलने-फूलने के नए अवसर पैदा किए हैं।
सभी COVID-19 प्रतिक्रिया योजनाओं में भ्रष्टाचार-रोधी उपायों को शामिल करना आवश्यक है। इसमें आपातकालीन कानून, सार्वजनिक स्वास्थ्य खरीद, और प्रौद्योगिकी के उपयोग में सुरक्षा उपाय शामिल हैं, जो सभी संकट से उबरने को मजबूत कर सकते हैं।

अंतरराष्ट्रीय सहयोग:-
भ्रष्टाचार को रोकना सतत विकास लक्ष्यों की दिशा में प्रगति को अनलॉक करता है, हमारे ग्रह की रक्षा में मदद करता है, रोजगार पैदा करता है, लैंगिक समानता प्राप्त करता है, और स्वास्थ्य और शिक्षा जैसी आवश्यक सेवाओं तक व्यापक पहुंच को सुरक्षित करता है। भ्रष्टाचार का मुकाबला करने के लिए देशों के कानून प्रवर्तन अधिकारियों के बीच प्रत्यक्ष सहयोग आवश्यक है।

The theme of International Anti-Corruption Day 2022 is "Your Right, Your Role: Say No to Corruption".

'Recover the Integrity' is the theme for the coming 2 years to celebrate International Anti-Corruption Day.

The theme of International Anti-Corruption Day 2020 was 'Recover with Integrity to Build Forward Better'.

What is corruption?

Corruption is a complex social, political and economic phenomenon that affects all countries. No country, region or community is immune from corruption. Corruption is a serious crime that undermines democratic institutions, slows economic growth, and contributes to governmental instability.

In simple words, corruption is dishonesty or fraud by the people sitting in power or getting it done, usually it is misuse of power, which misuses it after getting power and can be in many forms. Bribery or corruption is an example of misuse of delegated power for personal gain. It spoils the fabric of the society. It takes people's freedom, health, money and sometimes even their lives. How well someone has said that "corruption is a sweet poison". Which pits man against man.

International Anti-Corruption Day: History

The first step in the fight against international corruption was taken by the United Nations in December 2003 by passing the United Nations Convention against Corruption (UNCAC). It was prepared on 31 October 2003. The UNAC is a treaty between member states of the United Nations that was signed on 9 December and the Convention entered into force on 14 December 2005. The purpose of the treaty was to legally bind member states to reduce and work on corruption, and enforce law and order. 5 points were explained in this agreement, which are as follows: 

Taking necessary steps to prevent corruption.

- Enforcement of law and order.

Cooperate internationally to reduce corruption.

- Recovery of property and its return to the country of origin.

- Providing technical support and exchanging information.

The headquarters of UNCAC are located in Merida and New York. The Secretary-General of the United States of America acts as the depository and the United Nations Office on Drugs and Crime is the secretary to the meetings of the State Parties. The first International Anti-Corruption Day was celebrated in India by the signing of the United Nations Convention against Corruption on 9 December 2006.

How is International Anti-Corruption Day celebrated?

As we know, International Anti-Corruption Day is organized by the United Nations Development Program (UNDP) and the United Nations Office on Drugs and Crime (UNODC) every year all over the world. All these agencies work together and with their regional partners to combat cross border corruption and promote and encourage exchange of information.

Many personalities, politicians, notable authors, journalists and members of private organizations also come forward to spread awareness about corruption and reaffirm their belief in a corruption free society.

Various seminars, campaigns, dramas, dramas etc. were organized to provide knowledge to the public about corruption and how to prevent it. Along with this, pamphlets and booklets were distributed at many places.

In India, the day is celebrated as an organized event by government and non-governmental organizations. Essay writing and elocution competitions are organized for children in schools and colleges to make them aware about corruption and how it affects the society. Local officials publicly distribute pamphlets mentioning incidents of corruption and encouraging people to raise their voice against corruption. Along with this, assurance is also given to those who lodge their complaints against corruption and keep their information confidential. This is also one of the steps to encourage people to come forward and fight corruption.

Many organize events in their locality to spread awareness and also inform people about the responsibilities assigned to the officials and the government. In fact, we should support and encourage those who raised their voices. Along with this, we should demand transparency in the functioning of various departments. Nowadays, social media plays an important role in spreading messages, motivating people and providing information wherever corruption occurs in every nook and corner of the country.

We take things for granted, ignore what happens around us because most of the people believe that corruption is a part of life and nothing can be done to eliminate it. but it is important to understandThat unless we citizens are determined to root out corruption, accept whatever wrong has happened to us then how can we expect the government to be corruption free. In fact, the goal of achieving sustainable development globally by 2030 is only possible if we eliminate corruption.

International Anti-Corruption Day 2022: A six-week campaign was launched in the first week of November with an aim to highlight the role of key stakeholders and individuals in preventing and combating corruption. Each week focused on a range of topics including education and youth, sports, gender, the private sector, COVID-19 and international cooperation.

Led by CoSP9, the campaign for this year's International Anti-Corruption Day highlights key dimensions of the fight against corruption:

• Week of November 8: Sports and corruption

• Week of November 15: Gender Dimensions of Corruption

• Week of November 22: Private Sector

• Week of 29 November: Covid-19 and corruption

• Week of December 6: International Cooperation

Key areas in the fight against corruption

Education and youth: -

Corruption steals from young people and affects their ability to live in safe, just and inclusive societies.

Sports and corruption: -

Corruption and crime threaten the positive contribution of sport to the cultural, educational, social and economic spheres.

Gender Dimensions of Corruption:-

Corruption affects women and men differently, results in the exclusion of women from decision-making roles, and perpetuates negative social stereotypes, limiting economic power and educational opportunities.

Private Sector:-

Doing good is good for business. Corruption hurts businesses, and companies that combat corruption also strengthen their brand value, enhance their business performance, and protect their reputations.

Kovid-19 and corruption: -

The COVID-19 crisis has created new opportunities for corruption to flourish, targeting public procurement and stimulus funds.

Anti-corruption measures must be included in all COVID-19 response plans. This includes safeguards in emergency legislation, public health procurement, and the use of technology, all of which can strengthen crisis recovery.

International cooperation:-

Stopping corruption unlocks progress towards the Sustainable Development Goals, helps protect our planet, creates jobs, achieves gender equality, and secures universal access to essential services like health and education. Direct cooperation between law enforcement authorities of countries is necessary to combat corruption.

Technology is an important ally of transparency and accountability. E-government systems, managing conflicts of interest through online interest and asset declarations, and technology-enabled financial investigations and forensic accounting are all examples of ways technology can play a role in combating corruption.
